Stuck in proposed

Uploads britney will not migrate yet, longest-held first. Tests are mostly reverse dependencies' tests that the upload triggered; passes and failures britney does not count are left out. "Rechecking baseline" means the test fails now and britney is re-testing the old version to decide whether the failure is new.

Tests holding back other uploads

These packages' own tests regress against someone else's upload, so that upload cannot migrate. Fixing or explaining the test is usually the way out. Handling autopkgtest regressions.
